The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change, which commits its parties by setting internationally binding emission reduction targets – in essence the closest thing to a working global agreement to fight climate change. A total of 192 countries have signed and ratified the Kyoto Protocol; only Afghanistan, Sudan & the USA have not signed the treaty.
